The African region has the highest rate in traffic fatality rate in the world, second comes the eastern Mediterranean region, which includes the UAE.

Three key federal laws that the UAE needs has been suggested by the 2013 Global Status Report on Road Safety, based on 20120 baseline data.

These laws are; a law that requires back-seat passengers to have their seat belt fastened a law on children's car seats being mandatory and a law on standards of helmets.

Dr Hala Sakr, the technical officer at the World Health Organisation’s eastern Mediterranean office said, "Legislation on key risk factors is available in the majority of countries but most laws are not comprehensive. This, together with inadequate enforcement, limits their effectiveness."

Abu Dhabi was praised at the conference for the efforts made since 2010, but they pointed out that better coordination across the emirate is needed.
